You can use the built-in 3G wifi hotspot functionality but verizon will charge you to use it. You can however root your Pro and use one of many wifi tether apps to pass the Pro's 3G to the Dell Streak however going this route you may be able to get away with using the tether functionality without Verizon charging you but you also run the risk of getting caught and possibly charged a huge amount for data and for breaching the terms of contract.
Does anyone know what Verizon charges to tether the Droid Pro with, e.g. the Dell Streak 7 or BB Playbook for one month? i am traveling to a location where my friends do not have internet access. Not likely i could get wi-fi hot spot there as well. Would need 3G access for a limited period.
