Android Apps on Windows

Hi, Looking at the approached each thread having here, I want to clarify, I am not here to use android for a mobile phone.
This might be very surprising, however I want to know if the below mentioned scenario is possible or not -

Actually I am interested in developing a windows based software, however I want to use the android tools line android ndk , sdk and eclipse for developing the software which will eventually run on Windows platform.

1. The Libraries written in C language with .so extension. Compiled with android ndk.
2. An android application Compiled in eclipse.

Please let me know if this is possible or not.

Anything is possible! I think it really comes down to how much developement time would be required to build it? Sorry, I am a programmer but not up on android development enough to have a clue as to what would be required.
