WiFi randomly starts

I try to keep the wifi feature turned off only because it uses more battery. But it won't stay off. It will remain off for perhaps minutes or hours at a time and all of a sudden, its turned the wife feature back on.
Is it because I'm in a heavy wifi hotspot location and much of it is free????
