Wifi Issues After 4.3 Update......

I am on a stock Galaxy S4. I have not rooted yet, but plan to very soon. My question for the good folks here is this.....

If I root my S4, can I somehow flash back to the 4.2 radio and wifi ?

Reason I am asking is that since I updated to 4.3, I have been experiencing wi-fi connection issues. My employer provides an open wifi which I was able to connect to with no problem while running 4.2.2. Once I updated to 4.3, I have to continuosly reconnect. It seems that if the phone is idle, and I pick it up to use it, the signal is available, but i have to tell the phone to connect to it. Even though auto connect is on. Before 4.3.......I never had this issue. Also, the signal dips slightly thought the day depending on usage. I find that if the signal strength dips slightly, it causes disconnect.
 
From what I can tell, the problems has been acknowledged and a fix is in the works. AT&T stopped the rollout of the update and that was 1 of 2 reasons they halted/postponed it.
