WIFI Battery usage snapshot .... What's going on here?

Had an OG until this week.. Typically ran in my home office with no signal on WIFI in airplane mode. Typical WIFI usage was around 2 -3 %.
Bionic set the same (at least I thought so..) Airplane mode, sleep policy for WIFI off. Here's a snapshot of a typical period:
