Businesses usually go with one or the other. It's a fairly common business practice. Verizon focus on its network, putting its phones second. This is the company's best quality but also its weakness. They sacrifice some of the devices but it keeps the revenue up and their network as functionable as possible. It's something they are willing to make.

Just think of AT&T and T-mo's networks. They spend so much to have the top devices but fail when it comes to their own 3g and 4g networks.
