what rom or theme is this?

this looks so awesome, wondering where it is and what it is, but would like to see a windows vista theme more but if there is none this would be next best.

Hard to tell because icons in the notification bar can easily be changed not to mention the home screen . From what i can see it looks like a theme:- "Revolution remix".

image search on google and didnt find it, i like the little android men at the bottom of the screen.....how do i find it?
