What does this mean? (Running Services)

My phone currently says:

Avail: 13MB +12 MB in 4 Other 83 MB in 4

What do each one of these represent? is this good or bad?

* Avail: 13MB+12MB in 4 says that the device has 13MB of completely free (or likely used for unrequired caches) memory, and has another 12MB of available memory in 4 background processes it can kill at any time.
• Other: 83MB in 4 says that the device has 83MB of unavailable memory in 4 unkillable processes (that is, processes that are currently considered to be foreground and must be kept running)
