Weird Looking Droid 3 Screen Display

Wife's phone. Has anyone a clue if this phone is toast or repairable? ....I pulled the battery, waited overnight, and reinstalled with the same results......as soon as it gets turned on, this screen appears and all buttons are unresponsive ....

Maybe repairable because it still lights up...but if the buttons are unresponsive than might be dead for life
