I believe you do. Or it won't be able to transmit the info..

With mobile data off, will there be any indication you have new voicemail to check?
Also, does this work any different with VoLTE enabled/disabled?

I'm not sure. I'm not using Verizon VM but perhaps someone else can shed light.

You'll probably still get a notification that there's a voicemail to be downloaded, just like you do when someone sends you an mms while you have data turned off.
