Vibrate but ring to certain numbers?

I am looking to see if there is any program or setting that I can set my phone overall to vibrate/silent on all calls other than specifically set ones?

Like:

All incoming calls: Muted
Incoming call from VIP/Starred Contacts: Full Ringer

Should be able to, it would be a very easy app but my skills are limited
