But why don't they subsidize it? The number of people who will pay full retail for a phone is very, very small. That's almost just a bone to the "few" remaining unlimited users, and obviously developers.

What is the reason that VZW wouldn't make a developer phone available to the masses? I wonder if they aren't worried - and maybe haven't experienced - blowback from quality issues when an update (out of VZW control) creates user issues.
