Actually, with the ICS update, you don't need that app or anything like it. Webtop will function directly over a HDMI cable now. When you first hook it up after updating to ICS, you'll have the option to use Webtop via HDMI. No dock, adapter, or separate app required. It works great.
Currently, there's not a way to do this. You can buy a Motorola Lapdock and control the phone through Webtop that way, but in that situation, the phone is the computer. The Lapdock is a just a screen, keyboard, touchpad, and battery. You can run Webtop on a TV or monitor via a HDMI cable, and you could also use a Bluetooth mouse and keyboard with it, but you can't control the phone or run Webtop from a PC.
