USB feathering?

I noticed with the GB update. That under wireless & networking there are new options under data, 1 is wifi tethering and a new option USB tethering. Does this new option still fall under the same chargeable category as 3G Mobil hot spot? Or is it free?

3G mobile hotspot now brings you to the same menu in settings. You need to pay like $20 or so a month to use it, otherwise any devices being tethered get sent to a verizon page telling you to subscribe to tethering.
