"unfortunately camera has stopped"

Hello guys, I really need help. My camera app is not working and is showing the following message: "unfortunately camera has stopped". I've already cleared cache and data for the app and also for the gallery app. I'm running out of ideas.

Did you reboot after clearing cache and data?

Go back to the app and clear cache, data and force stop. Reboot and see if it is fixed

Still not working. I also wiped the cache in recovery mode

No luck. Seems that I will need to flash the ROM and GApps again.
