Unable to update or install anything from market

I've been having this problem for a while now and its only recently gotten really bad.

I cannot install or update anything from the market everything is unkown reason -18.

I am using fission and am seriously thinking of trying fenom or just going back to blur. My phone restarts about every other time I use the google nav... none of my caller profiles work for caller id ringtones.... or only once every thirty calls.

Any idea what I need to do? Do I do a backup and then install a new rom? Do a complete fission reinstall after a factory wipe or what... I'm just fed up with this crap, I swear a d2 would have been a better option.

What does it tell you when you try to update or install a app?

Try clearing market data...sometimes fixes that problem....the restarts could be apps or problems with the rom...too many variables...recovery and clear cache and dalvik. See if those help.
