What is it exactly and what's its purpose? I noticed it as one of my widget options after getting the GB update.

Put the widget on your home screen and the click it to add the address to where you are headed. It will give you a red, yellow, or green light to let you know how bad traffic is. Of course you can tell how bad traffic is by looking ahead rather than at your phone. To me, useless. To others, maybe not so much.
