Theme help

I download the updated bluesteel theme. Tryed it with no luck. When I pick the theme and it prompts me to reboot I click ok. Sends me back to main screen and does nothing. I manual reboot and still nothing. I did the same on the stock cartoon one an no luck as well. Am I doing something wrong
