Text notification sound

I am not sure what I'm doing wrong with my settings but I can't seem to get notification sound to work. I have volume set to high in the Sound settings and I have the notification sound I want selected under the messaging app. It will vibrate but the sound just won't play.

Make sure you have sound enabled...

I found the culprit, the app in used to manage sound profiles was screwing it up. Sound functionality returns when I reboot. Once I use the app then it goes back to the same problematic state.
