text message receive from sound

When I get a new message now it speaks to me "new message from_____" even on vibrate. I can't figure out how to turn it off. It started doing it out of nowhere today but only does it about half the time. Suggestions?

Try looking in Settings/Accessibility for the TalkBack option

There's a icon on your top bar called driving mode on click it

Both those things are off and have been. Don't think I had the issue today but it was loud at work today so idk for sure.
