System Recovery User app or System app????

I just flashed the eclipse rom for my x2. Everytime i go into recovery, when I return, the system recovery app is gone and i have to restore again through TB. well after doing a little looking around, I realized that the app is listed as a system app and not a user app. Its not a solution to my problem, but it led me to another question. Should my system recovery be a system app, or should i convert it to a user app? what are the reasons i would need to convert any app to or from a user app??
