Start S7 with no carrier

I have an older S7 (2016). I purchased an S10e and was going to sell my S7 to a friend. I did a factory reset on the phone. He decided not to go through with it. So the phone has no carrier and no network. It was originally an ATT phone. I would like to use the camera on the phone. When I power it on, with sim card installed and without sim card not installed, the first thing it asks for is to connect to a network. Is there any way around this. Thank you.
 
Have you remember correctly you're able to bypass the no SIM installed?... Are you not seen a screen to go next or skip? If not, you can always throw the SIM in from the new phone, bypass it and then go back to the s10e

Network? Meaning internet? If so, just sign in, then once the phone has uploaded any updates; shut if off for good and use phone as a camera.
My Moto Z-force asked for a network after I wiped it, so I did what I suggested. Worked as a clock in a spare bedroom for a year or two. Only missed a few minutes every few months.
