Some Pictures recieved from me via text/email end up pixelated

SOME, but not all pictures that I send to people via email or SMS end up looking like they have a leyer of something over them. not pixeled, but almost like a photoshop layer of mesh or something. Its not the camera lense like a finger print or something. I wish I had one to show. I will work on getting one by sending it to my email and see if it shows up to share.
They show up crystal clear in my gallery but the people that recieve my picts say that sometimes they show up with this "look"

Anyone else having this issue?

I have this problem and many more.. I'm actually waiting on a warranty device because of it. Let Verizon know so that they will document it as a common issue. Maybe there will be a fix, but I won't hold my breath lol...
