I used it a lot the last couple months while I was saving mobile data for my road trips now that I dropped unlimited, but I'm good with my cap beyond that, so I leave it on now except when I'm at home and connected to my network. That way, if wifi happens to drop (hasn't that I've noticed, as I mentioned), I'm not burning mobile data in the foreground or background without realizing it.
My AT&T version didn't have the toggle either I got this. It works great .

Vzw version has the toggle.

Sent from my Note 4
I have a feeling it's tied to volte capability, though I could be totally wrong . I'm not sure how turning the data network off will affect it , possibly making phone calls not volte capable. AT&T has volte on the Note4.

On Verizon, VoLTE will still work even if mobile data is turned off.

From Verizon's Advanced Calling FAQs:
Can I still make or receive HD Voice calls if the Mobile Data setting is turned off on my device?

Yes, even if Mobile Data is set to Off on your phone, you can still make or receive Advanced Calling voice calls (including HD Voice calls) as long as your phone's VoLTE Call setting is set to On. However, you won't be able to make or upgrade to a video call from an HD Voice call.

When my S5 received the update that activated VoLTE, it retained the mobile data toggle.

The missing data toggle is a TMobile thing apparently. I just checked the Mrs' Note 4 and it doesn't have it either. I will have it soon though :)

Mark said a few posts up that he's missing it on the AT&T version as well.
