In the apps tos it says that domestic calls are handled through Verizon and will be "billed accordingly" does this mean that my plan to subscribe to Skype and cut my vz minutes would be pointless?

Yes it does. Verizon will not allow an app to run on their network unless it benefits them, in which this plan does benefit them in a way, since you need a phone number for the skype to connect with being your cell phone from vzw. Needs the line to connect.
