I have Skype on my Droid, so if it's not there they must have taken it down. It's kind of useless though as it dials on your cellular network to get a connection. I was just in Puerto Rico. Had the phone set to not roam ($1.69/minute). Tried Skype but it wants to dial out on cellular to connect. That cancels the advantage of Skype i.e. dial out on your wifi connection for almost free.
So you are not missing anything. Maybe they are reconfiguring the way it works.

You can try Nimbuzz. It's an IM client that supports Skype. You can even call on the Skype there, but you have to use wi-fi. The quality isn't also the greatest even though you're on a wi-fi connection. I'm not sure if you can use it to make calls for phone numbers, but I doubt it. I think it's only for Skype to Skype calling.
