Sip port help

My droid bionic keeps having a little blue pop up that says "another application is currently using SIP port!! Can not start" someone plz tell me how to fix this

Well sip technology is used by 4G IIRC. So something is using the 4g connection for voice or something.

Restart didn't fix?

Battery pull?

I have tried the battery pull and restart. I've tried going thro application management and see whats running also. But nothing has fixed it. Its just real annoying having the pop up. Lol
