Another vote for Volume Locker. I must hit that volume button 4 times a day.

RingGuard - Android app on AppBrain will let you change ringer volume by pressing an onscreen button after you hit the volume key. Otherwise, it will keep the ringer volume where it is if you hit the volume button.
