Turn on DND and then turn it off on Android 11 it doesn't seem to restore volumes after wards so even though it's off your notifications do not return

Seems to be a bug with android 11 or Samsung UI in conjunction with android 11 who else noticed this

I've not noticed that yet the few times that I've used DND, but we'll have to keep a close eye on it..

Reproduce in this way set your phone and notifications volume to 5
Put in DND
Then turn off DND
They will still be zero

For both ringer and notifications?
I wonder if it's specific model devices that have the issue then

Yes both came back on so not sure if it's specific to the device like you say...
