Scrolling on Droid

Ive noticed a bouncing effect when scrolling up and down. It bounces back up and down is that the processor speed? Im running bugless beast 0.6.2.,1 2.2.1 Ver. this thing flys just wondering if its the Rom or processor also I have it with overclock widget 250 -800
