screen issue...

Certain apps, (Facebook, phone, etc...), when opened will put a red frame around the outer edge of the screen, sometimes its solid, other times it flashes. It doesn't seem to be hurting anything, but if it is the beginning of a bigger problem I'm open to all suggestions. Thanks.

Did you try going to system settings> developer options and uncheck "strict mode?"

It's not that weird as a developer option, what's weird is that it would be pretty hard to turn it on by accident. Maybe some app the OP installed enabled it for some reason. Odd.

I disabled the strict mode, yet I am still having the red frame flash while I cycle through apps and settings
