ROM Base version and Android System version mismatch?

I dont get it - the ROMS say that they are based off of 2.x.xx version of Android, and the system says otherwise.

For example, GummyJAR is an AWESOME ROM. The dev stated it was based off 2.3 Gingerbread, but the Android system says 2.2.1.

I dont understand. :(

The kernel on the DX and D2 cannot be changed because of the locked bootloader, so the "gingerbread" roms are just re-compiling gingerbread apps to run on the current kernel.. Gummy in particular re-compiles most all of the software, weather from gingerbread or otherwise... this allows everything to run faster and smoother and avoids application conflicts and crashes.
