Quick ? - Silencer defaults to Vibrate

When I slide my lock screen toggle to 'All Sounds Off' my phone goes into Vibrate mode instead of silent. My current setting shows that all sounds except media and alarms should be silenced in Silent Mode.

Is there a setting to change this?

You can put it in Airplane mode. But then you have no data unless you have WiFi.
