Question about third eye black and themes in general

I have fission 2.5.7 and just installed the third eye black them. I am brand new to custom roms and themes so Im trying to figure out how to get what I want. Im failry happy with how it, but the only thing I dont like is the bottom controls(phone, apps, browser), they are set up like this.

I would like to have different controls, like this one. The pic says its funning fission and third eye black, so is there something I can change somewhere? There doesnt seem to be a lot of info on fissions site.

Where is the 2nd layout from?

Install a custom launcher, like Launcher Pro (my personal favorite of the two) or ADW Launcher.
