Problem with oem unlock... says I am already unlocked?

I'm having an issue. When I go through the process to oem unlock it fails and says that I am already unlocked. The bottom line in the bootloader says "lock state unlocked".

However when am up and running my little lock is locked...

Any suggestions?

Actually I am confused. When it is booting and all is says is Google at the top the lock is unlocked and was when I got it. So trying to unlock it again does not work.

When it is booted up and I turn on the phone the lock in the circle is locked. Is that normal and just means I need to swipe to open it or does it mean my bootloader is locked?

So in otherwords which lock means that the bootloader is unlocked? The initial google boot (which is unlocked on mine), or the one to swipe to get to the home screen?

The strange thing is that if it's the first, my phone came unlocked...

As it turns out my phone came unlocked out of the box. I guess it's not a problem... but strange nonetheless.

Anybody else come with their bootloader unlocked out of the box?

You will know if upon initial boot where it says "Google" there will be a lock underneath that is unlocked. If there is no lock I guess you are locked.
