Okay, this may be tmi... but the reason there are lines outside of women's restrooms is because:
1) Women don't have the luxury of a single swipe in their crotch to unzip, then just go. They have to use acrobatics to do a 5 sec task. First they have to fully expose themselves from their waist to their knees (otherwise they risk water damage on their clothes). Then while holding their attire from dropping to that germ infested floor, they have to maneuver themselves over an apparatus that was designed to sit on but that no woman in their right mind would. This acrobatic stance involves an unnatural position which enables her to keep herself from falling forward, backwards, side to side, or heaven forbid, down in that germ infested apparatus she is desperately trying to keep every body part from having any contact with. Then when she is able to successfully complete this task, she has to gather her clothes that are wrapped around her knees and put them back in place. This usually involves one zipper, at least one button and often a decorative belt. After which time she can finally exit that tiny cubicle.
2) There are usually almost twice as many places (that were designed for that particular purpose) for men to relieve themselves in the men's restroom than in a women's. I believe the restroom designers/architects have this notion that men like to watch women squirming in line waiting to use the restroom so they purposefully give them less to create this women waiting in line phenomenon.
3) If a man ever found themselves where they might have to wait, they just turn around and leave because they have known since they were 2 years old that there are several different options available to them to do this very mundane task discreetly. Women don't have this option... at least not where they can do it discreetly and maintain dignity at the same time.
Which is why I, being a woman (how else would I know the horrid details of such a simple task), avoid public bathrooms at all costs. But sometimes you just gotta go.
I see lines in the men's room at movie theaters. Which is one of the greatest phenomena ever.

This is the only time the "skip a urinal" code is broken.
As such there's 5 guys at the urinals in complete silence.
Eyes are up and forward.
Muscle memory is key to do everything without looking.

June 2012. Technology Conference at a convention center around lunchtime. Line outside men's restroom.
Many years ago, I was at Disneyland. Noticed a long, winding line next to some rides, so (not realizing it was the women's restroom line) I asked the woman at the end of the line what ride the line was for! Lol.
I guess I should have asked a little more discretely to avoid all those looks they gave me.
