I've never heard of such an app. If there was you'd need wifi/bluetooth on.

Yes there is.

1) Plug their phone into your computer and copy all the photos over.
2) Copy the photos to your phone
3) Enjoy

Oh, you want to do this without their knowledge? Then nah.
