Overlay and symbols partially covering Notification Bar

Hi everyone,
I received my Galaxy S 3 last Monday and love it!
Last night however, I started getting a strange overlay over the top half of the Notification Bar.
I also can move my finger over a section of any screen where there is no icon and it will draw in blue ink.
Before this happened I was trying to get the hot spot working and I installed the beta version of My Phone Explorer.
I tried to kill the My Pone Explorer App but it did not work.
I am attaching some screen shots showing the screen plus a clear view of the numbers and symbols above each snip.
Verizon said I need to hard reset my phone but I spent hours setting it up and am trying to avoid that!
Any help would be appreciated! Thanks,View attachment 53437

You borked that phone up! I have never seen that before.

I would backup up your apps and factory reset myself.

I fixed it without having to do a hard reset.
The Verizon S3 expert had me push all the current settings to my phone from the closest cell tower.

Yes, simply follow my earlier directions and let me know if it works.
