Operating system 2.2?

Looking at Droids. The company I work for is finally supporting these. They also support iPhone and Blackberry. Droid support is new. They say I need 2.2 operating system? What are my phone choices that support this and which in general has best battery life?

I'm curious why the IT folks have the 2.2 requirement.

Would the IT folks allow you to root? This can impact your decision.
