One handed operation not working

I have it checked in setting for all screens and know how its supposed to work but it's not. I've tried different screens and apps and nothing. Anyone have any ideas?

Phone settings /one handed ....Did you check them all ?

I don't need all the others but I tried that to rule out possibilities. Everything works but shrinking the actual windows to one side or the other.
