They said that they did push the update out to a bunch of test users as they always planned. I always thought this test batch of users were normal customers. If that's the case as I had assumed, I guess I'm quite shocked that the update.zip hasn't made it here yet, and that nobody from this board or the other Android community forums got the update.zip and uploaded it.

I makes the browser scrolling way smoother, I'm not sure if it made homepage scrolling better, I thought it did, but it could be a placebo effect.
