notification bar color

On android 2.3.6 as it always has been (on GB at least) when you are in the middle of a phone call and you press the home button you go to the home screen and your notification bar turns green. I was wondering if there was a way to change the color of the notification bar when you aren't in the middle of a call, through apps or through programs that you can download on a CPU and just transfer to the phone's memory via USB, and all without rooting or playing with the software

The only way to change the color of the stock notification bar is by rooting/hacking. There are status bar replacement apps like StatusBar+ and Super Status Bar that allow you to change the color, but they have their disadvantages as well.
