not ringing

Can somseone please help. For some reason my phone will not ring on incoming calls but it does vibrate and I actually have that turned off. What could be wrong?

Lay the phone on its back and call it. When it starts vibrating, flip it over onto it's face for 2 seconds, and then back over to it's back. Hang up and call it back and it will ring!!!!
