Mobile hotspot without root

Is there an app thay will let me use the PORTABLE!! hotspot NOT usb for free without verizon checking provesioning.. i dont have the plan 30$ month thing

Simple answer, no. You must be rooted and use the wifi app out there. Sorry don't have the link at the moment.
