Looking for a developer to build an Application for emergency personnel.

I am looking for someone to build an application that currently exists for blackberry and many firefighters and other emergency responders would love to have for android in my area. Looking for a basic forum application with pop up notifications. Maybe capable of being personalized by geographic location. Im figuring this is a pretty easy application for an experienced developer. Please message me or respond here if your interested in creating this application. This application can start off locally and potentially go nationwide.
