locked out of droid 3 HELP ASAP

I've forgotten the PIN number password to unlock my phone and have tried it enough times now to the point where i must use my Google account to log in and unlock my phone. i have forgotten this password also, but have reset it twice, using the laptop. The new password still doesnt register on my phone and Google has been useless in providing me with technical support.

Is there any way i can get into my phone without doing a hard reset?

I think at this point a hard reset is your only option.

will i have to repurchase the apps that have costed money? is there any way to recover them since ive already payed for them?
