Locked apps

I don't understand what exactly a locked app is. Does that mean it won't start up by itself or does it mean when I kill all the apps the locked app will continue to run?

Is the while locked app just a part of go launcher maybe?

Hmm probably. I never heard of it. Never used go launcher either. Maybe it just locks the homescreen from changes??
