Is there a way to use my phone as a hotspot for free?

I know how to tether my 3G to my laptop. But i want to use the 3G on my WiFi iPad. Is there any app or anything I can do? My dorms WiFi isn't reliable.

Yes. You can use WiFi Tether (root required), Barnacle Wifi Tether (root required), or FoxFi (root not required).

NO. AFAIK no one has been billed for tethering

Tethering information appears to be logged in the logcat: See http://www.droidforums.net/forum/showthread.php?p=1759117

Whether Verizon monitors those logs is anybody's guess.
