Is it possible that an app could enable free mobile hotspot?

Since Verizon makes you pay for the mobile hotspot service is it possible that a third party app could turn the phone into a hotspot. Is there a tethering app that turns the Thunderbolt into a mobile hotspot or is that an entirely different thing?
 
if you want wifi wireless thats the best you got, you can use pdanet(dont neet root) if you dont mind USB linked net. wifi will need root no matter what unless you pay the extra fee per month.
 
Also look for Easytether on the market. Amazon app store has it temporarily at half price.

Edit: Just like some have recommended above, I will also have to vouch for wifi wireless. It just works, but requires root access.
