What wifi are you trying to set up? Are you trying to connect your phone to a wireless network or are you trying to set up a wireless hot spot with the wifi tether apps.
First go into settings then Wireless & Networks, then turn on wifi. Turn go into wifi settings and wait for the system to scan for open networks. If your network has a hidden SSID then select add wifi network. It will then ask for the network name. What ever you called it, and then the security that you have set, it can either be; none, wep, wpa or wpa2. Then it will ask for the encrypyion code. Once you have set this all up you should now be connected to your wifi network.
Passwords are used to limit who can access the network. They are assigned by the network administrator. If it's my home network, I'm the admin. If it's your work network, it's the IT department.
